An absence of rules is the enemy of art is an old idiom meaning that absolute freedom isn't freeing at all. Good art comes from having to produce within boundaries. Monochromatic paintings are a good example of this. Painting with a single color is a rule that requires creativity to overcome.
Imagine a portrait where you could just put anything in. Instead of a person, you paint a cinderblock. The rule in this case is that it as to be a representation of a person. Now, if the person is a blockhead, maybe the cinderblock works. But, let's say for sake of argument, it's a painting of Jesus. A cinderblock isn't a good choice.
Art, like driving, is much better when we do it within boundaries.
